PMK chief Dr. Anbumani Ramadoss on Wednesday renewed his appeal for the implementation of 100 per cent caste-based proportional representation. He made this demand on the occasion of the centenary year of the implementation of 100 per cent communal representation through the Communal Government Order (Number 1071).
In a statement, Dr. Anbumani stated that although representation has currently been increased to 69 per cent, the struggle for social justice remains incomplete. According to him, the current situation in Tamil Nadu does not constitute complete social justice. True social justice can only be achieved when every community receives reservations in proportion to its population.
Providing historical context, he mentioned that the policy of 100 per cent reservation was extended to the central government offices of the Madras Presidency in 1935. This arrangement continued until the Madras High Court delivered its judgment in the Champakam Dorairajan case in 1950. Subsequently, the first amendment to the Indian Constitution was made in 1951, after which a new reservation system was introduced. In this new system, a total of 41 per cent reservation was initiated, with 25 per cent for backward classes and 18 per cent for scheduled castes, which has now increased to 69 per cent.
Dr. Anbumani praised the decision of the government led by Chief Minister C. Joseph Vijay. Accepting the demand made by the Pattali Makkal Katchi (PMK), the government has announced a social justice survey in Tamil Nadu. A commission will be constituted shortly for this purpose. Dr. Anbumani further added that further steps towards the implementation of this decision should also be taken without any delay.
According to a report by The Hindu, Dr. Anbumani Ramadoss remains firm that providing representation based on population is the true path to social justice and it is necessary to expedite the implementation of the survey announced by the government.
