The West Bengal government on Thursday launched a new industrial incentive policy with the objective of attracting large-scale investment in the state and creating employment opportunities. The event, held in Kolkata, was attended by the state's Chief Minister, senior ministers, and leading industrialists, where a roadmap to revitalise the state's industrial sector was presented. Special attention has been given to the creation of employment for women in this new policy.
During the event, Chief Minister Suvendu Adhikari stated, "Every new job created will be rewarded." He further added that the government is providing significant reimbursement of employer EPF contributions. Under this scheme, 100 per cent reimbursement will be provided for up to 10 years for women and transgender employees in MSMEs. Additionally, a provision for 75 per cent reimbursement has been made for women in eligible service units. The Chief Minister clarified that strong support would also be provided for large and strategic industrial projects. To create a secure and inclusive workplace environment, the government is also committing to provide grants for working women's hostels.
Reacting to the policy, Vivek Lohia, MD of Jupiter Wagons Limited, said that there are three main factors in deciding where to invest capital: availability of land, speed of approvals, and incentives linked to jobs. The new policy addresses all three aspects, through which Bengal is now strongly aligned with the national agendas of 'Atmanirbhar Bharat' and 'Make in India'.
Harshvardhan Neotia, Chairman of Ambuja Neotia, welcomed these steps. He stated that linking incentives with employment, increasing women's participation through EPF reimbursement and hostels, and steps to encourage Research and Development (R&D) are very welcome. He added that SGST-linked assistance, relief in electricity duty, interest subvention, and relief in stamp duty could further encourage industrial expansion and new investments. Moreover, the focus on emerging sectors, green technology, modern manufacturing, and improved infrastructure will create opportunities for Bengal's talented individuals and local suppliers to join new industries.
To simplify the process of establishing industries, the government has released an inventory of GIS-mapped industrial land. Along with this, the innovative concept of 'industry buddy' has been introduced to obtain clearances within a timeframe, so that industrialists face ease in administrative processes.
According to an NDTV report, the main objective of this policy is to increase investment through land availability, fast approvals, and job-linked benefits. However, there is discussion regarding whether the impact of reductions made in previous industrial incentives will affect investor confidence.
