According to reports in leading newspapers, the Tamil Nadu government has constituted a twenty-member Tamil Nadu Investment Promotion Commission to facilitate and promote investments in the state. The Chief Secretary will serve as the chairperson of this commission. According to a report by The Hindu, as per the government order, the Secretary of the Industries, Investment Promotion and Commerce Department will serve as the member-convenor of this commission.
This commission will pay special attention, in particular, to attracting and materializing investments associated with free trade agreements and investments made by people of Tamil origin living abroad. The main objective of the state government is to transform Tamil Nadu into a $1.5 trillion economy by the year ٢٠٣٦. To achieve this goal, merely obtaining investment commitments is not enough, but it is also essential to convert them into on-ground projects, commercial operations, and employment opportunities within a projected timeframe.
According to a report by BusinessLine, this information was given in the government order issued by the Industries, Investment Promotion and Commerce Department on ٣ November. The proposal for the formation of this commission was presented in the Governor's address and was subsequently recommended by Guidance Tamil Nadu. According to a detailed report by The Hindu, the formation of this commission was announced on ١٨ June, ٢٠٢٦, during the Governor's address in the Assembly by the newly formed TVK-led government.
Subsequently, during the budget session of the Tamil Nadu Legislative Assembly, the state government introduced an amendment to the Tamil Nadu Business Facilitation Act, ٢٠١٨. The purpose of this amendment was to strengthen the ease of doing business framework in Tamil Nadu and to constitute this commission to facilitate, coordinate, and monitor high-value as well as strategic investments. This bill was passed later. Through the amended Act, the time limit for obtaining approvals under ٢٢ state enactments and other subordinate laws, excluding public and local holidays, has been reduced to ٢١ days to promote investments.
Ex-officio members of the commission include secretaries of various departments. These include secretaries of municipal administration and water supply; home, prohibition and excise; artificial intelligence, information technology and digital services; environment, climate change and forests; finance, micro, small and medium enterprises; housing and urban development; natural resources; rural development and panchayat raj; energy; labour welfare and skill development; revenue and disaster management; commercial taxes and registration; and water resources departments.
In addition, the Commissioner of Land Reforms, Commissioner of Land Administration, Member-Secretary of the Tamil Nadu Pollution Control Board, and the Managing Director and Chief Executive Officer of Guidance Tamil Nadu will also be ex-officio members of the commission. This commission will review the flow and progress of large, strategic, and high-impact investments with a proposed capital investment of ₹٢٠٠ crore or more, expected to generate employment for ٥,٠٠٠ or more persons. Along with this, investments linked to free trade agreements, investments by people of Tamil origin living abroad, and other investments specified by the government will also be reviewed.
This commission will function as a dedicated high-level body to advise, monitor, and review all investment promotion and facilitation activities, on-ground implementation of projects, employment generation, and export promotion in the state. It will review the progress of investments right up to the commencement of operations and ground level. It will issue directives to competent authorities, relevant departments, or nodal agencies for the timely issuance of approvals, incentives, and other prerequisites. These directives of the commission will be binding.
