Union Home and Cooperation Minister Amit Shah today participated in the diamond jubilee ceremony of the establishment of Chandigarh Police and attended as the chief guest at the ceremony where the President's Colour was awarded to Chandigarh Police. Other dignitaries, including Punjab Governor and Administrator of Chandigarh Gulabchand Kataria, were also present on the occasion. According to PIB, Amit Shah extended heartfelt greetings to all police personnel and citizens on the occasion of Chandigarh's foundation day and the diamond jubilee of Chandigarh Police.
In his address, Amit Shah stated that the President's Colour awarded to Chandigarh Police is an honour for the six decades of service, dedication, and sensitivity of its force. He added that making the supreme sacrifice during duty is a matter of pride for any martyr and also a matter of pride for the organisation to which the soldier belongs. Since 1966, Chandigarh Police has written a golden chapter in police history through tireless efforts for this wonderful place protecting the heart of North India.
The Home Minister further stated that the President's Colour is awarded to any force based on its service of more than 15 years, and the discipline and passion of the personnel. Located at the foothills of the Shivalik hills, Chandigarh is considered India's most planned city. When the country was in an era of terrorism, Chandigarh was not immune to it. At that time, Chandigarh Police showed the pinnacle of bravery and worked to save not only Chandigarh but the entire region from terrorism through courage, valour, service, and good governance.
Presenting figures of Chandigarh Police's efficiency, Amit Shah said that on November 1, 1966, Chandigarh was made a Union Territory and the joint capital of both states. Chandigarh Police, in coordination with Haryana Police and Punjab Police, has managed the TRIO Cities very well. This police force, numbering more than 6,000, has established new benchmarks across the country through the duties performed by the Crime Wing, Operation Cell, Security Wing, Traffic Police, and PCR Police.
Speaking about the changes in the justice system, the Home Minister said that the justice system, which was notorious for 'tarikh pe tarikh', has been changed by Chandigarh achieving an 85% conviction rate and an average time of only 140 days. He stated that if the new justice codes are implemented properly, 85% of criminals can be punished. Police services were notorious due to old laws and people did not get justice for generations, but today Chandigarh has achieved this milestone.
Talking about Chandigarh's beat policing system, Amit Shah said it is an example for police forces across the country. A system has been established here so that citizens do not even have to go to the police station. Through the beat policing app and this model, a wonderful arrangement for the convenience of citizens has been successfully implemented on the ground. Chandigarh was the first to start beat policing after 2015.
Providing figures on traffic and vehicles, the Home Minister stated that despite having the highest number of vehicles per person in Chandigarh, he has never seen a traffic jam here. Chandigarh Police's response time ranks second in the country. The Quick Response Time (QRT) of Chandigarh Police is 10 minutes and the time to reach the scene is 4 minutes. Today, 141 new vehicles are being added to the police fleet, which will strengthen rapid response, intensive patrolling, mobility, technology, and modern policing. He expressed confidence that after receiving these new vehicles, Chandigarh Police will be first in the country next year.
Regarding the war against drug addiction, Amit Shah appealed to Chandigarh Police to make drug-free living their agenda. He said that if any region in the country becomes drug-free first, it will be Chandigarh. According to PIB, he stated that since we have taken a pledge to make a drug-free India, we can move towards a developed India only by freeing the youth generation from drugs. After the arrival of the new justice codes, Chandigarh Police increased the conviction rate in NDPS cases and sent 93% of the accused to jail. This campaign against drugs and gangsters is a major achievement of Chandigarh Police.
Providing information on digital and online operations records, the Home Minister said that from August 4, 2024, until now, 8,206 FIRs have been registered in Chandigarh, out of which Chandigarh Police has set a national record by filing online charge sheets in 7,590 cases. Additionally, the Government of India has worked to provide Chandigarh with 2,152 Artificial Intelligence (AI) equipped CCTV cameras.
Mentioning the achievements and welfare schemes of the police force, Amit Shah said that Chandigarh Police has won a total of 145 medals in the Indian Police Duty Meet, including 35 gold, 38 silver, and 72 bronze medals. Chandigarh Police is also a leader in the welfare of police personnel. Assistance of ₹8,000 per month is provided to 130 widow police families. Additionally, educational and sports scholarships of approximately ₹2.25 crore are provided. He further stated that 154 new vehicles were added to the fleet in 2026 and the housing satisfaction rate is 48 percent.
Finally, he reminded that the new justice codes were also launched by Prime Minister Narendra Modi in Chandigarh, which works to take the country forward by replacing three punitive laws made by the British.
