The Container Manufacturing Promotion Scheme was approved in a Cabinet meeting chaired by Prime Minister Narendra Modi on Wednesday. A total budget of ₹10,000 crore has been allocated for this new scheme until the financial year 2039-40, as reported by ANI. The primary objective of this scheme is to increase India's annual container manufacturing capacity by nearly tenfold, reaching 7.5 lakh Twenty-foot Equivalent Units (TEUs).
According to a PIB release, three main components have been included under this scheme: Interest Subsidy Assistance (ISA), Operational Expenditure Assistance (OEA), and Testing and Certification Assistance. Under the Interest Subsidy Assistance (ISA) component, ₹859 crore has been allocated to provide a 3% interest concession on loans for setting up new manufacturing units or expanding existing capacity.
Under the second component, Operational Expenditure Assistance (OEA), financial assistance of ₹8,891 crore has been allocated to provide subsidies on locally manufactured containers sold by eligible manufacturers in accordance with global shipping standards. The aim of this assistance is to reduce cost differentials and improve the competitiveness of local products. Additionally, ₹150 crore has been allocated for Testing and Certification Assistance, including the establishment of common facilities for container testing and safety certification.
In a press conference held after the Cabinet meeting, Union Minister Ashwini Vaishnaw stated that containers are a vital component of trade in India and across the world. He said, as per the ANI report, that almost all goods, except bulk commodities, are transported in containers for export or import. Expressing concern over the global concentration of container manufacturing, Vaishnaw said that container production worldwide is highly concentrated, with 95% of production occurring in just one country.
The Minister further added that due to this heavy concentration, shipping lines and shipping companies are requesting that another country emerges and establishes a strong position in container manufacturing. He stated that this scheme, approved by the Prime Minister and the Cabinet, is designed to help India emerge as a new hub for container manufacturing in the coming years.
The scheme is expected to generate approximately 3,000 direct jobs and more than 50,000 indirect jobs. Additionally, it will support ancillary industries including corner castings, specialised steel, wooden frames, and paints. The announcement of this initiative was made in the Union Budget earlier this year. The announcement was made by Finance Minister Nirmala Sitharaman in the Budget, leading to the implementation of this ₹10,000 crore scheme to promote local container manufacturing.
The government has high hopes for this scheme. Through this scheme, there is a possibility of establishing a globally competitive container manufacturing ecosystem in India. This will reduce dependence on imports and help increase supply-chain resilience. Along with this, new manufacturing facilities will be established and the expansion of existing units will also be accelerated. According to a report by The Economic Times, the aim of this scheme is to build local manufacturing capacity and reduce dependence on container imports. This scheme will also promote facilities, testing, and skill development in the container manufacturing sector, thereby increasing competitiveness against global manufacturers.
