India's fisheries sector is no longer limited to production alone, but is developing into a dynamic, technology-driven, and value-oriented pillar of the national economy. The fisheries sector is now moving beyond production towards value addition and modern marketing, which will take the country's blue economy to new heights. This transformation will play an important role in strengthening food and nutritional security, generating employment, supporting rural livelihoods, and increasing export earnings. According to a PIB Delhi report, significant changes are being witnessed in the fisheries ecosystem through value addition, cold-chain development, modern processing, mobile fish marketing, and start-up-based innovation.
Advanced technologies such as Artificial Intelligence (AI), Internet of Things (IoT), blockchain, drone technology, smart cold-chain systems, and precision aquaculture are increasingly being used in this sector. The use of these technologies is improving fish traceability, productivity, quality assurance, and post-harvest management. All these efforts combined are reducing fish loss, increasing profitability, and strengthening the fisheries value chain.
Value addition has emerged as a critical tool to transform the fisheries sector from a primary production activity into a diversified and market-oriented venture. Processing, packaging, branding, and making fish and fish products available in 'ready-to-cook' or 'ready-to-eat' formats help producers get better prices in the market. This also helps in meeting the changing consumer preferences in domestic and export markets. Furthermore, value addition reduces post-harvest losses, increases the shelf life of fish, and improves quality standards in the supply chain.
This process also creates new opportunities for employment and entrepreneurship. It is particularly beneficial for fishermen, fish farmers, women's groups, youth, cooperatives, and small enterprises engaged in processing, packaging, cold-chain logistics, marketing, and retail. In this way, value addition strengthens market linkages, increases income, and enables the fisheries sector to compete in the growing market for safe, convenient, and high-quality seafood.
To support this transformation, the Government of India has made public investments and targeted policy interventions to strengthen the sector from production to market. According to the PIB, the Government of India has significantly increased public investment in the fisheries sector since the year 2015. An investment of ₹39,272 crore has been made through major schemes and programs such as the Blue Revolution Scheme, Fisheries and Aquaculture Infrastructure Development Fund (FIDF), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Matsya Samridhi Sah-Yojana (PM-MKSSY), and Kisan Credit Card (KCC). The objective of these interventions is to expand infrastructure, strengthen production and post-harvest systems, and create employment and livelihood opportunities for 74.66 lakh fishermen and fish farmers across the country.
Parallel focus has also been placed on strengthening the infrastructure and logistics network. 46,500 facilities, including fish transport systems, retail and wholesale fish markets, kiosks, feed mills, ice plants, cold storage, and value-added enterprise units, have been added with an investment of ₹3,393.85 crore. In addition, five modern and smart fish markets are being developed, which will integrate advanced IT systems, green technology, and logistics supply chains. These smart markets are expected to create 15,900 employment opportunities.
Availability of quality raw material is equally important to sustain the premium fish value chain. As India seeks to expand value addition around premium fish products, ensuring a consistent supply of quality raw material becomes imperative. In this direction, the department has undertaken genetic improvement initiatives to develop fish varieties that have faster growth, better resistance to diseases, higher resilience, and higher productivity. This effort is expected to increase the availability of high-value species such as trout, shrimp, catla, rohu, tilapia, pangasius, seabass, and scampi for domestic consumption, processing, and export-oriented markets. By strengthening the production base of these species, genetic improvement can complement value-added ventures, improve farm-level returns, and help bring India up in the fisheries value chain.
To ensure these benefits reach small producers, institutional models that can aggregate production and help reach the market are becoming important. These efforts of value addition in the fisheries sector are being driven by collective entrepreneurial models, which can help small fishermen and fish farmers overcome limitations such as scale, capital, and market access. The department has helped in forming 2,195 Fisheries Farmer Producer Organizations (FFPOs), which enable producers to aggregate their produce, utilize resources, and participate more effectively in processing, branding, and marketing activities. Many of these organizations have been linked with the Open Network for Digital Commerce (ONDC), which has increased their access to digital markets and improved the chances of getting fair prices. Under PM-MKSSY, 5,500 fisheries cooperatives are being strengthened to function as FFPOs in collaboration with intermediary agencies like NCDC, NAFED, SFAC, and NERAMAC. By increasing collective bargaining power and linking producer groups with modern value chains, these organizations are expected to support an inclusive transition towards value-added fisheries ventures.
This emphasis on value addition is also creating a strong platform for women's participation in post-harvest activities and fish-based enterprises. Women have emerged as an important force in India's fisheries sector, especially in post-harvest operations and small-scale enterprises, where value addition has opened new avenues for income generation and entrepreneurship. Empowerment of women has been prioritized under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). Projects worth over ₹4,155 crore have been approved for the benefit of more than 1.28 lakh women beneficiaries in the last five years, with a central share of ₹1,572 crore. This assistance has enabled women to participate in various fields such as fish drying, making fish pickles and papads, smoked fish products, fish powder, and packaging and retailing. Mobile fish vending units and micro-processing ventures are generating sustainable livelihoods for women in coastal, inland, and north-eastern states, while also strengthening nutritional security by making affordable and protein-rich food available.
India's fisheries industry is now moving beyond production towards a value-chain and technology-driven ecosystem supported by processing, logistics, cold-chain infrastructure, digital platforms, and entrepreneurship. With the convergence of PMMSY, PM-MKSSY, FIDF, and KCC, the sector is better equipped to reduce post-harvest losses, increase value-added seafood exports, improve fishermen's income, promote women-led enterprises, and generate rural employment. The future of the Indian fisheries sector will depend not just on producing more fish, but on building a resilient and market-oriented value chain that connects fishermen and fish farmers with consumers through innovation, mobility, processing, and sustainable market development.
