According to official information from PIB Delhi, Lok Sabha Speaker Shri Om Birla has stated that agreement and discord are two sides of the same coin in an active and vibrant democracy. He emphasized that disagreement acts as an important catalyst in bringing fresh perspectives, removing administrative flaws, and promoting sound governance, therefore dissent should be welcomed and respected. He underlined that regardless of political, partisan, or ideological differences, the supreme commitment of all public representatives must be the steady progress of the state and the country.
Shri Birla made these remarks while addressing the inaugural session of the 'Janpratinidhi Sammelan' organized by the Haryana Legislative Assembly as part of the 'Constitution Fortnight Programme' at Panchkula. Addressing current and former members of the Haryana Legislative Assembly as well as former ministers, he reflected on Haryana's six-decade development journey, socio-economic resilience, and leadership across various fields. He firmly placed the state's notable achievements within the framework of India's constitutional values and democratic spirit.
Looking back at the state's evolution over six decades, Shri Birla observed that despite numerous historical and administrative challenges, Haryana has consistently remained at the forefront of national progress. Drawing a parallel with the eternal message of duty embodied in the Srimad Bhagavad Gita, he praised the farming community for becoming pioneers in adopting modern agricultural technologies, increasing crop yields, and making a significant contribution to the country's food security. He lauded the youth of Haryana in the armed forces for exhibiting exemplary valor in protecting the nation's borders and internal security. He also praised Haryana's sportspersons for continuously elevating India's stature on the global sports arena.
Highlighting the inclusive and deliberative nature of India's constitutional journey, Shri Birla noted that under the guidance of Drafting Committee Chairman Babasaheb Dr. B.R. Ambedkar and with the participation of distinguished leaders from various regions including Haryana and Punjab, the Constituent Assembly laid the foundation of a unified parliamentary democracy amidst vast linguistic, cultural, and religious diversity. He emphasized that the survival and flourishing of India's diverse federal polity is a global testimony to the resilience of its democracy. He observed that our Constitution is not merely a framework for running the government, but is akin to the soul of India that reflects our national consciousness and the aspirations of crores of people.
Shri Birla emphasized that the commitment to public service does not end with the completion of a person's tenure in the legislature. He urged lawmakers and administrators to view governance and administration not merely as bureaucratic procedures but as tools of grassroots empowerment. He stated that the ultimate yardstick of political and social life is to bring tangible socio-economic transformation and real happiness into the lives of the marginalized people standing last in the queue, i.e., the weakest sections of society.
Shri Birla also commended the Haryana Legislative Assembly for setting a favorable benchmark by upholding high-quality debates, rational dialogue, and the dignity of the legislature during its six-decade parliamentary journey. He noted that this assembly has served as an inspiration for legislative institutions across the country, demonstrating that democratic institutions become strong when they remain firmly connected to public welfare and institutional accountability.
Chief Minister of Haryana Shri Nayab Singh Saini, Speaker of the Haryana Legislative Assembly Shri Harvinder Kalyan, Leader of the Opposition in the Haryana Legislative Assembly Shri Bhupinder Singh Hooda, Minister of Parliamentary Affairs of Haryana Shri Mahipal Dhanda, and Deputy Speaker of the Haryana Legislative Assembly Dr. Krishan Lal Middha were also present at the event.
Addressing the 'Janpratinidhi Sammelan' organized under 'Constitution Fortnight 2026' in the Haryana Legislative Assembly, it was stated that this convention involving current and former MLAs of Haryana is an opportunity to exchange experiences and ideas and further strengthen democratic traditions. Haryana, the sacred land of the Srimad Bhagavad Gita, has made remarkable contributions to various fields of the nation on the strength of hard work, courage, and dedication in its development journey. India's Constitution is a reflection of the ideals of our freedom movement and the collective aspirations of the country. Created with the contribution of the members of the Constituent Assembly including Babasaheb Dr. Bhimrao Ambedkar, this Constitution guides our democracy through the values of justice, liberty, equality, and fraternity.
The strength of our democracy lies in the trust of the people and their participation. From Parliament to the Legislative Assembly and Panchayats, it is the responsibility of every public representative to take the expectations of the people to the House, prioritize issues of public interest, and maintain the dignity of democratic institutions. The experience of former MLAs and the energy of current public representatives can make this responsibility more impactful. Difference in thoughts is a natural part of democracy, but we can move forward towards our shared objectives only through dialogue, consensus, and mutual respect for agreement and disagreement. It is hoped that awareness towards constitutional values will reach every section of society through the medium of Constitution Fortnight.
Faith was expressed that this shared platform of experiences and ideas of current and former public representatives will further enrich our legislative traditions. The expectation was presented that by imbibing the ideals of the Constitution into our conduct and work style, we will empower democratic institutions and move forward in the direction of realizing the resolve of a Developed India 2047.
