The Telecom Regulatory Authority of India (TRAI) has proposed granting separate authorization for satellite network providers. Under this new framework, satellite companies will be able to share network capacity with eligible telecom operators and service providers, rather than selling telecom services directly to customers. This proposal could open a new business model for satellite communications across India.
According to an NDTV report, the recommendations released on November 5 suggest that authorized companies can provide 'Satellite Communication Network as a Service' (SCNaaS) to eligible service providers. TRAI has clarified that such providers will not be able to provide telecom services directly to end-users. This new authorization will not strip existing licensed satellite service providers of their current route to serve customers, but will instead create an additional pathway to supply network infrastructure to telecom operators.
Under this proposed structure, Starlink, Jio Satellite Communication (Jio Satcom), and Eutelsat OneWeb could operate. All three companies already possess GMPCS authorization to provide satellite-based services in India. However, the new network-provider authorization will remain distinct from their existing permissions.
TRAI has suggested that this new authorization will cover the entire country. The maximum duration of this permission will be 20 years, with an option for renewal for another 20 years. Additionally, satellite network providers will be permitted to use the spectrum allocated to their partner service providers. According to TRAI, authorized entities may request appropriate satellite spectrum (FSS and MSS) from the Central Government to provide network services or use the spectrum allocated to partner service providers.
This proposal could enable telecom operators to partner with satellite companies for 'Direct-to-Device' (D2D) connectivity. Due to this technology, compatible mobile phones will be able to connect directly with satellites in areas where terrestrial mobile coverage is unavailable.
Through this new framework for the regulation of the satellite communication sector, TRAI has created new opportunities for satellite network providers. Through this framework, companies will be able to make their services more extensive by providing network capacity to telecom operators.
