The Central Board of Film Certification (CBFC) has implemented major changes for Indian cinema and film producers. The Ministry of Information and Broadcasting has released new guidelines for the exhibition and certification of films. These new rules will replace the 35-year-old framework that has been in place since 6 December 1991.
According to a report by TV9 Gujarati, these revised guidelines have set clear boundaries for scenes involving crime, violence, substance abuse, smoking, sexual content, depiction of women, children, animals, and matters related to national security appearing on screen. According to the government, the main objective of these rules is to align with the changing values of society while protecting artistic expression and creative freedom.
The new framework emphasises maintaining social sensitivity while promoting cinematic excellence and creative freedom. The government states that the purpose of film certification is not to impose unnecessary restrictions, but to provide clean and healthy entertainment to the audience by maintaining a balance between responsible storytelling and creative expression.
The new rules prohibit depicting children unnecessarily as victims, criminals, or witnesses to violence for the protection of children. Additionally, scenes depicting child abuse will also remain prohibited. To uphold the dignity of women, scenes insulting them will not be permitted. Even if necessary for the story, scenes of sexual violence such as rape or molestation cannot be shown graphically.
There will be a strict ban on scenes depicting cruelty towards animals and mocking persons with disabilities. It will be mandatory to show special warnings on screen for scenes involving drug use or trafficking. Regarding obscenity and double-meaning content, the Board has clarified that no scene, dialogue, or song should be offensive to common human sentiments.
