The Reserve Bank of India (RBI) has eased foreign exchange rules related to service exports and imports by making significant changes. This decision will benefit all individuals and companies who work for foreign clients or purchase services from abroad. According to a report by ABP Asmita, the primary objective of these changes is to simplify the payment process for small transactions and services.
As per the new rules, Indian residents providing services abroad and receiving payments from abroad will no longer need to submit a separate Export Declaration Form (EDF). This will also reduce the bank reporting process. Now, an individual will only need to provide the necessary information to their bank to credit the payment into their account. For example, if a freelancer residing in India designs a website for a foreign company and receives payment in foreign currency in return, they will no longer have to undergo the complex process of submitting a separate EDF; they will only need to provide the necessary details to the bank.
This facility is not limited to freelancers alone. Non-resident exporters, who are not residents of India, will also benefit from this relaxation under certain conditions. If the service payment received from abroad for such exporters is up to ₹10 lakh, they will only need to provide the necessary information to the bank. However, if the payment amount exceeds ₹10 lakh, the conditions as per the previous declaration will apply.
Changes have also been made to the rules regarding service imports. The RBI has amended the reporting rules for service imports, under which banks will now have to fulfill two specific conditions to enter service import information in the IDPMS. The first condition is that the service purchaser must not be a resident of India. The second condition is that the invoice amount must be more than ₹10 lakh. If both these conditions are not met, banks will not have to enter this information.
These changes will prove to be a major relief, especially for those living in India who provide services to foreign clients through digital or other services and receive funds in foreign currency. This will remove obstacles in the payment process for small transactions and make business activities easier.
